夏商周三代,君主愛民如子,
公家與私人之間沒有不同的財產。
君主獨自掌握權柄,
就像上天手持北斗星。
賞賜都出自君主本人,
而兼併土地則是奸邪的行爲。
對這樣的奸邪,法律定有誅罰,
所以兼併的勢頭也無從產生。
後世開始倒持了權柄,
百姓於是就難以治理。
秦始皇不懂得這個道理,
反而修築了懷清台。
禮義一天天地變得苟且敷衍,
聖人的經典長久被埋沒在塵埃里。
法律或許還有留存下來的,
但想要談論它,卻會招致時人的譏笑。
庸俗的官吏不懂得治國方略,
認爲聚斂剋剝就是才能。
迂腐的儒生不懂得變通,
認爲兼併土地可以不必摧毀。
牟利的孔道多到上百處,
小人私自開啓和把持。
官府還要與他們爭奪利益,
百姓就更加可憐了啊。
In the Three Dynasties, the people were cherished as sons,
No distinction was made between public and private possessions.
The sovereign alone held the handle of power,
Like the sky grasping the Dipper's guiding measure.
Bestowals all came from the self, the ruler's hand,
But annexation was the craft of treacherous men.
For such treachery, the law prescribed execution,
Thus the trend of annexation could not find its inception.
In later ages, this holding was reversed,
And the common people became hard to govern, dispersed.
The King of Qin, unaware of this truth,
Built yet the Terrace to honor purity's uncouth.
Ritual and righteousness daily grew more lax,
The classics of sages long buried in dust's tracks.
Though remnants of the law still might remain,
To speak of them now draws only scorn and disdain.
Petty officials know not the proper way,
And think extortion is talent's display.
Pedantic scholars know not change's demand,
And claim annexation need not be banned.
Avenues for profit sprout by the hundredfold,
As petty men privately open and hold.
When officials contend with them for gain,
The people's plight becomes more pitiful and vain.
