自古以來,官府刑罰就存在,
為何只用蒲草來製作鞭子?
懂得道義的人是多麼賢明啊,
僅僅執著於執鞭懲罰是多麼淺陋。
草率地保留了鞭笞責罰的制度,
卻口口聲聲說要愛護百姓的身體。
教化是不能與刑罰相提並論的,
恥辱和憂患不會因為寬免而消失。
舜帝用蒲鞭示罰的事蹟只記載於書中,
秦朝嚴刑拷打的慘狀是自作愚昧。
悲哀源於鞭打黎民百姓,
真正的適意與寬仁是相伴而生的。

How base is he who merely wields the lash.
Carelessly, they preserve the practice of flogging,
Yet earnestly, they claim to cherish flesh and skin.
Teaching cannot be compared to punishment,
Shame and fear are not removed by leniency.
Shun's gentle strikes are but a recorded tale,
Qin's cruel beatings were folly born of tyranny.
Sorrow arises from whipping the common folk,
True contentment lies in leniency and grace.
