茂宰慈祥意，三年只似初。

mào zǎi cí xiáng yì， sān nián zhī sì chū。

折腰宁而米，掣肘固难书。

zhé yāo níng wǔ mǐ， chè zhǒu gù nán shū。

机静波浮鸟，刑疏网漏鱼。

jī jìng bō fú niǎo， xíng shū wǎng lòu yú。

白话文翻译

这位县令仁慈和善的心意，

历经三年，仍像最初一样真挚。

他宁愿不为五斗米折腰，

但受上司掣肘，他的政令确实难以推行。

政事机巧静止，飞鸟得以浮游于波澜之上；

刑法宽疏，就像渔网漏掉了鱼儿。

终究，公正的舆论评价会留存下来，

褒扬的言辞将传达到朝廷公车。

The kind and benevolent magistrate's heart,

Remains as warm as the first day through three years.

He'd rather bend his back than for the five pecks' rice,

Yet hampered by superiors, his plans are hard to write.

The still machine lets birds float on the waves;

The sparse net allows fish to slip through the mesh.

In the end, the fair judgment of the public stands,

And words of praise will reach the imperial carriage.
