教非刑可比,耻患免而无。

悲因挞黎庶,适意与宽俱。

自古以来,官府刑罚就存在,
为何只用蒲草来制作鞭子?
懂得道义的人是多幺贤明啊,
仅仅执着于执鞭惩罚是多幺浅陋。
草率地保留了鞭笞责罚的制度,
却口口声声说要爱护百姓的身体。
教化是不能与刑罚相提并论的,
耻辱和忧患不会因为宽免而消失。
舜帝用蒲鞭示罚的事迹只记载于书中,
秦朝严刑拷打的惨状是自作愚昧。
悲哀源于鞭打黎民百姓,
真正的适意与宽仁是相伴而生的。
Since ancient times, official punishments have existed,
Why then use only rushes for the whip?
How wise is he who understands the Way,
How base is he who merely wields the lash.
Carelessly, they preserve the practice of flogging,
Yet earnestly, they claim to cherish flesh and skin.
Teaching cannot be compared to punishment,
Shame and fear are not removed by leniency.
Shun's gentle strikes are but a recorded tale,
Qin's cruel beatings were folly born of tyranny.
Sorrow arises from whipping the common folk,
True contentment lies in leniency and grace.
